Selectee(s) will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in: Washington, DC; Dallas, TX; Boston, MA; New York, NY; Philadelphia, PA; Atlanta, GA; San Francisco, CA. For specific locations, see: DOL offices. Advertised salary reflects the pay range for the above locations. Upon selection, salary will be set in accordance with the selectee's assigned duty location.

Current DOL policy requires on-site work at least 5 days per pay period. This is not a remote work position. The selectee will report to an assigned DOL office location on a regular basis and is eligible for participation in telework as determined by management in accordance with DOL policy.

The U.S. Department of Labor (DOL) promotes the welfare of the wage earners, job seekers and retirees of the United States. The Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables DOL to perform its mission. The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. The position serves as a technical expert in the development, maintenance, security and application of data systems, architecture and design.

  • Develop solutions and applications to integrate, store, process and analyze a wide variety of data sets from across program-specific and enterprise-wide systems, which also support the delivery of descriptive reporting and advanced analytics.
  • Assess the need to develop new systems, building systems to comply with DOL guidance and ensuring systems meet user needs.
  • Design and implement new or cutting-edge programs/processes.
  • Define the architectural vision and blueprints for all big data and analytical platform solutions, through major, complex IT architecture projects.
  • Develop data architecture technology road map, while keeping up-to-date with emerging technologies, and recommends business direction based on these technologies.
  • Oversee, plan, design, and synchronize initiatives across a broad spectrum of functional areas that include integration of programs and projects, process improvements, structure changes, modernization as it relates to data architecture.
  • Conduct research to remain up-to-date and knowledgeable regarding industry trends and emerging software technologies in anticipation of new business processes and system or security alterations, and communicate the recommendations to all stakeholders.
  • Focus on continuous improvement, leveraging technology, and staying updated with best practices to drive innovation and efficiency.
  • Conduct research, troubleshooting technical issues, providing technical guidance and support, contributing to the development and implementation of technical strategies, and collaborating with cross-functional teams to deliver high-quality technical solutions.
  • Perform other duties as assigned.

Qualifications

You must meet the Basic Requirements and the Specialized Experience to qualify for IT Specialist (Data Management/Enterprise Architecture), as described below.

For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS13 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for a GS-14 includes:

  • Experience in database and/or data warehouse management techniques sufficient to coordinate the development of data structures and/or access strategies.
  • Experience in database management techniques sufficient to manage the migration of databases to new technologies, such as the migration from client-server to Web-enabled databases.
  • Experience in data warehouse management concepts sufficient to plan the ingestion of new data sets and manage large volumes of data from different sources.
  • Experience in database and/or data warehouse management concepts sufficient to plan and oversee the installation or reinstallation process to resolve any related issues.

In addition to the above, applicants must meet the Basic Requirement with the IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
